Very interesting character. Should make a nice compliment to the current party. I thought it would make an interesting topic of discussion. I never think about this power, but it's got a lot of cool applications. I had a list of over a dozen before I posted that thread.

For anyone who doesn't know him, he's the one who wrote the "Ultimate Powers Book" for the Marvel game back in the day. We still disagree with him from time to time and he's changed his mind on a number of things since he wrote the book, but it's nice to get the incite of the author's intentions with power descriptions.

EQUIPMENT
Raptor Talons: The back of the Raptor's gloves have steel (Remarkable [30] material strength) claws hooked to a spring loaded switch in the palms of his gloves cleverly placed for ease of use and lack of accidental discharge. Each glove has two ten inch blades on it, and the claws will not slide forward or move back if the wrist and forearm are not lined up properly. When being held back the blades have a sheath that also acts as a clasp by splitting down the middle.
Pouched Cowl: On the inside of the cape section of his cowl the Raptor Has four pouches that can be used to store different gadgets and weapons.
Biters: Uniquely shaped shuriken. Excellent (20) strength material. Two Biters can be held in a pouch.
Grappling Gun: The I-47 Grappling Gun created by Stark Industries (one of the "faulty" prototypes "vaporized") Fires a magnetic hook attached to a Remarkable (30) strength tether that closes upon impact of the of the hook against it's target. The Grappling Gun can hold 100 feet of this tether.
Van: Chris has a gray van with a cop radio in it. This is usually turned off when he's working in the day, and when he goes out as the Raptor he uses special panel and license plate covers to look black and have blank license plates, and shaded panels for the windows and windshield. The van was taken from a dump and repaired, and later modified, by John in thanks to Chris for saving him.
TALENTS
Computers: +1CS on matters involving computers, computer-controlled equipment, and artificial intelligences. This skill along with Electronics was gained through computer engineering classes which he excelled in in the Xavier Institute.
Electronics: +1CS to matters involving electronic devices, including their creation and repair.
Martial Arts B: +1 CS to Fighting in Unarmed Combat. Like his other martial arts discipline and his acrobatic training,
Martial Arts D: Given two rounds to watch someone fight (whether fighting him or not) the Raptor does not need to inflict damage to make his opponent check for Stun or Slam results. This discipline ignores body armor but not force fields.
Acrobatics: +1 CS to Dodging, Evading, or Escaping in combat.
Thrown Weapons: +1 CS to Agility when using thrown edged weapons. The Raptor has made time to train with these before starting his career officially and has made use of it.
CONTACTS
John McDowell: A Stark Tech engineer who supplies the Raptor with all of his tools. John McDowell is the only person to know the Raptor's identity, aside from the trainer he had hired and just recently let go. John helped Chris start his superhero career after Chris saved him from violent muggers.
HISTORY
Chris Collins had a fairly normal childhood in a middle class family with no siblings. It was normal, anyways, until he mutated at the age of 14. After getting hit and run while on foot by a car by a drunk driver he should have died. Instead he woke up, unaware of how long he had been out, covered in blood, and without a scratch on him. He went back home through the back door, quickly undressing and showering after disposing of the torn bloody clothes so his mom wouldn't worry. He had thought of the idea of mutation as one of the first possibilities as he was never the superstitious type and after using the internet to look for similar stories he found sites with Mutants talking anonymously about when they mutated. His experience seemed to imply a healing factor, and a pretty good one at that. To test if he had some healing power he cut himself, and discovered the truth. He decided not to tell anyone and keep it a secret, not wanting to become an outcast.
He avoided joining sports, or doing anything physical through most of high school. He tried to focus on something that would be useful to learn, something that may allow him to have a normal life and get paid well. He took part in a surprisingly useful (as he would say) Computer Engineering class, ready to continue living a semi normal life. He did watch a lot of TV though, and he couldn't help but admire them, well most of them, to an extent. Over time he changed his mind, and by the time he finished high school he decided he'd start training to become one as soon as he could get away from seeing the same people on a regular basis. No one asks questions about the guy who isn't sowing up to work with cuts and bruises on them, was his logic. He managed to land a job at a coffee shop on the other side of town instead of going to college. This has upset his parents, and he's not currently on speaking terms with them.
Over the next three years he lived in relative peace, training and laying low. He would regularly go to the gym and managed to hire a private tutor (Though it wasn't easy, given his money situation. He did without more than once). Out of necessity he had to tell the trainer about his power, Among fighting and evasive technique, his tutor made him jump willingly (sometimes literally) into harm's way. What seemed like cruel games it taught him not to be afraid of pain, how to deal with that pain. He was taught not to be afraid to use his power. "You should be willing to take a bullet for someone, they can't just shrug it off... You can." his trainer would tell him.
Then one night as he was driving home in his van he saw man getting beat up by muggers. He quickly stopped and got out of the van, beating them both unconscious. When he actually got to them one of them had a gun out, and the would be victim, named John McDowell, gave him his number and told him that he owed Chris his life. It turned out that he was a Stark Technician, and he had gotten to know him very well. Eventually Chris told John his secret, and that he was going to be a hero when he got good enough. John told him with the right tools, he could be. John was originally from Gotham, and with his help Chris was able to think of a persona to protect his Identity, due to his Batman fandom. The claws were something they had both thought out and the gadgets were, and still are, all John's department. He's taken to the streets in costume a few times already, fighting street crimes and doing good deeds. He's recently stopped paying to see his trainer, convinced he's learned everything he needs to. PERSONALITY
When he's not in costume, Chris is generally friendly, while in costume he tends to be more cynical and crude than normal.
Costume: The Raptor's costume is mostly red and seems to be made out of segmented leather or a similar material, aside from the cowl, boots and gloves. The cowl is black and covers the upper half of his face (eyes and nose) There is a red mask attached to the cowl that cover the eyes, nose, and covers his ears, ending in points above his head.

Well, I don't like to comment on unfinished products (what's his FASERIP scores?) but a ready-made Contact and history with the X-Men / Wolverine has me a bit skeptical. Contacts are SERIOUS backup (or can be) for a character - they essentially mean you have a chance of persuading that Contact to do something for your character. Now there's not much a low Popularity / zero Popularity can persuade a superhero group to do, but still it seems rather objectionable for a new character to have a superhero group itself as a Contact pre-game.
Let's see the rest of the stats, and see where we can tweak his backstory / Contacts a bit.
